Concerns have been expressed that the relief and reconstruction efforts in major humanitarian aid situations, most notably in Haiti, have been disorganised and ineffective. The United Nations and the European Commission have each taken steps to better integrate their activities, but there is concern that these have not been entirely effective. You have been retained to look at the cause for these concerns as part of the process of forward planning and to recommend actions to ensure that any real concerns are dealt with in future. This should include a brief appraisal of the situation, and international response, in Haiti and an outline plan for tackling such situations in the future. The strategic planning process should cover a period of roughly five years from the first disaster event (eg earthquake, Tsunami, hurricane). The plan should include a policy for ongoing monitoring and evaluation as well as a risk assessment statement and should demonstrate how the process of moving from relief to reconstruction is to be better managed, with especial reference to the role of the EU and its agencies.
