You have been asked to brief the Homeland Security Counternarcotics Task Force in preparation for an upcoming meeting on their Southwest border (SWB) case study. Prepare 2 PowerPoint slides that include the following:

- Slide 2 should offer a list of 56 overarching themes which summarize the challenges.
- You should demonstrate your understanding of the legal factors, legislative statutes, constitutional themes, and international precepts that inform the formulation of this policy and its geopolitical concerns.
- You should highlight the unique nature of coordinated and fragmented organizational structures at the SWB.
- Be sure to emphasize the challenges of unity of command, unity of effort, and performance measures.

Certain populations have different treatment needs. Female offenders and offenders with mental health disorders are two such populations, although they are by no means the only two populations with special considerations. A growing body of research suggests that specific treatment programs have been effective for these two respective populations. Such programs take into account culture, age, gender, criminal offense, and other factors and bring together resources from many professional fields to provide a coordinated effort.
For this Assignment, you will assume the role of a criminal justice practitioner (law enforcement, courts, or corrections) who must make a recommendation about an evidence-based program for either female offenders or offenders with mental health disorders that is relevant to your field of interest. You will present your recommendation in the form of a presentation.

The seven principles of substantive criminal law allow authorities to define certain acts as being against the law. These seven principles are by no means adopted throughout the world; other countries base their laws on different principles. Laws typically reflect the values and traditions of a society. For example, criminal law may come from religious tenets. Under Islamic law, for example, society may punish certain kinds of defamation as criminal offenses. Differences in traditions, values, and social structures create variations in illegal vs. legal activity.
